Little moths in food pantry?

They're everywhere. Yesterday my mom and I emptied the whole pantry and sprayed bug killer in it, and now they're back again. Is there anything that is causing this? We have dog food in our pantry but we didn't think it was that, and the flour isn't open... Also does anyone know a better way to kill them off? Thanks
